The answer is no, no, no, and no.
There are two proof-texts used to support The Sinner's prayer plan of salvation.
1. The parable of the Pharisee and the Publican. (Luke 18:9-14) Neither the Pharisee nor the publican could have become Christians by saying a prayer. Publicans were Jewish tax collectors working for the Roman government. They were members of the Jewish church. The New Covenant was not yet established. The New Testament church began on the Day of Pentecost 33 A.D. ( Note: Matthew was a publican when he became a follower of Jesus. Matthew 10:3)
Neither the Pharisee nor the Publican became a Christian, nor were they saved under the New Covenant, nor did they became part of the body of Christ by saying their prayers in the Jewish temple.
2. (1 John 1:9-10 and 1 John 2:1-2) John was talking to Christians about having their sins forgiven. John was not giving the terms for becoming a Christian. John was not telling non-Christians how to be saved.
These two proof-texts fall short in supporting a case for The Sinner's Prayer.
Under the New Covenant no one was ever told to say a sinner's prayer in order to be saved. No one was ever told to say a sinner's prayer in order to have their sins forgiven before they became a Christian. No one was ever told to say a sinner's prayer in order to become added to the Lord's church.
WHAT WERE THEY TOLD?
On the Day of Pentecost they were told, after they believed, to repent and be baptized in order to have their sins forgiven. (Acts 2:22-38)
They were told to confess in order to be saved. (Romans 10:9-10)
They were told to believe in order to be saved. (Acts 16:30-31)
They were told to believe and be baptized in order to be saved. (Mark 16:16)
